The Town offers twelve health insurance plans through the GIC (Group Insurance Commission). The HMO plans have an 84% Town Contribution, and the PPO plans have a 75% Town Contribution.
Dental InsuranceThe Town offers two BlueCross BlueShield Dental plans: Dental Blue and Dental Blue PPO. The Town provides a 15% contribution on each plan.
The Town pays 75% of the premium on the Basic $7,500 term insurance. The employee pays the full premium (based on group rates) for Supplemental and Dependent Life Insurance. The Town’s insurance is for up to five times the employee’s salary with a $130,000 Guaranteed Issue amount for the employee and a $30,000 Guaranteed Issue amount for the employee’s spouse.
The Town offers three Deferred Compensation Plans:
The Commonwealth of Massachusetts 457 Deferred Compensation Plan is administered through the SMART Plan. This plan offers immediate eligibility, convenient payroll deduction with pre-tax dollars and is designed to provide a meaningful supplement to other retirement plans and savings accounts. The Town also offers ICMA-RC which is a private company. They offer 457 plans as well as ROTH IRA’s. You may also borrow against your retirement account and repay your loan through payroll deductions. We also offer AXA Advisors which offer a high quality retirement plan which offers a wide selection of investment options and strategies for a variety of investor types, from beginner to the most knowledgeable; easy access to transactions and records; personalized enrollment and education assistance; one-on-one service for transitional employees and pre-retirees provided by the financial professional.
The Flexible Spending Account allows you to set aside a portion of your paycheck tax free to pay for certain health and dependent care expenses. Contributions are deducted from your pay prior to federal and state taxes being computed.
Under this voluntary plan, implemented December 1, 1991, employees may have their medical and dental premiums as well as any flexible spending account contributions deducted before federal and state income taxes are withheld, resulting in savings for the employee.
The Town offers direct deposit into your preferred institution’s checking or savings account.
New England College of Business
The Town of Framingham has partnered with the New England College of Business to offer 25% tuition savings, with continuous enrollment, to employees and their immediate families. NECB has the lowest tuition among all private four-year colleges in New England.
College Savings Program
The Town offers CollegeAmerica; a convenient 529 college savings program with significant tax advantages allowing you to choose between 21 funds offered through American Funds enabling you to design your own college savings portfolio.
The Town offers a program through which employees can take advantage of special group rates on Auto, Home, and Renter’s Insurance. Multi-policy discounts are available. Liberty Mutual offers convenient payment plans including EFT, payroll deduction or Direct Billing to your home.
Bj`s Whole Club Sale
During designated enrollment periods, the Town offers discounted membership fees to all employees. The promotional periods will be announced by Human Resources and enrollment will take place in the Human Resources office at the Memorial Building. (This special offer is NOT available online or at BJ’s Wholesale Club locations)
The Town offers employees discounted rates on specified new plan agreements as well as discounted rates to existing customers. Employees receive a 15% discount on plans of $34.99 and above. This benefit also includes great savings on new phones and accessories.

Vested Retirement Benefits
If you have 10 years or more of service with the Town of Framingham and are at least 55 years of age or have at least 20 years of service with the Town at any age then you are considered vested for Benefits purposes and can maintain some of your benefits (such as medical, dental, and life insurance) for the rest of your life.
