Chief Carl began his career in 1983 as a patrolman, rising through the ranks and making an impact at every level. Chief Carl has extensive experience in all aspects of law enforcement operations and administration, and is skilled in the design, implementation and management of public safety strategies 

Chief Carl, since taking over the department, has implemented the “Town Meeting Survey” in an effort to address town wide concerns and become more customer focused and responsive to the community needs. He has implemented initiatives to streamline the department and improve accountability. Several of these projects include the auditing of the evidence room and the reorganization of the methods used to store police records.

Chief Carl obtained his Bachelor of Arts in Sociology from Framingham State College in 1983 and his Master’s Degree in Criminal Justice Administration from Westfield State College in 1994.  In addition, Chief Carl has attended the following law enforcement educational training:

  • Kennedy School of Government
  • FBI National Academy
  • FBI Law Enforcement Executive Development Seminar
  • Senior Management Institute for Police

Deputy Chief Steven Trask

In addition to Chief Carl, Captain Craig Davis was sworn in, at that time, as Deputy Chief. Both Chief Carl and Deputy Chief Davis have served their entire police careers with the Framingham Police Department, working their ways up from the rank of patrolmen.

On May 18, 2004, the second deputy chief was appointed. Kenneth Ferguson brings a wide range of experience and knowledge having served his entire law enforcement career with the department.

Deputy Chief Steven Trask was sworn in on March 3, 2006, he was also appointed Emergency Management Director for the Town of Framingham on the same day.
